Groundbreaking for R4 West and East

On Monday 27 May, the first sod was turned in Ghent for the major works on the R4 West East ring road around the Ghent part of the port area. By 2031, no fewer than 22 (intersection) points will be redesigned for safer traffic, cycling and integration with the port environment.

This marks the official and festive start of Flanders' second largest construction site. Until mid-next year, work will be carried out on the utilities here and there and the necessary space will be cleared. Subsequently, in August 2025, the actual work will start on the conversion of no fewer than 22 (intersection) points on and along the R4, located on both banks of the Ghent-Terneuzen Canal. According to the current schedule, the work will be completed in 2031. The total project will cost 720 million euros. The new R4 will not only focus on bicycle and road traffic, but also on nature and landscape.

For a safer and more liveable port area

In the future, the number of slip roads will be reduced and motorised traffic will be directed to the main intersections. New bridges, tunnels and underpasses will allow local traffic to pass under or over the R4. This will improve traffic flow and reduce the risk of dangerous situations between road users. This will also make the connection between residential areas around the port area and the R4 much safer. The bridges and tunnels will be part of the public space for many years to come. That is why an attractive and functional design that blends in with the surroundings has been chosen.

At the same time, the North Sea Port authority is investing nine million euros over the next five years in eight kilometres of additional cycle paths in the port area. This is a further response to the increasing number of people commuting by bicycle.

"The R4 West ring road around the Ghent section of our port is one of several transport options alongside rail, inland shipping, and pipelines. Investing in safe road transport is therefore a forward-looking choice. After all, high‑quality infrastructure remains a key factor in attracting investors."

It is the second largest construction project in Flanders, after Oosterweel in Antwerp. We believe it is important to mark the occasion today with the symbolic first shovel. The R4, as a through road, is crucial for the port of Ghent. The plans promise great improvements for safe and smooth mobility between the port, residential areas, and the surrounding regions. The cycle bridges and underpasses connect to segregated cycle paths and high‑speed cycling routes, making cycling in the area not only much safer but also far more enjoyable. A very positive development indeed."

Contractor consortium BRAVO4 takes the lead

On the left bank of the canal (R4 West), works are taking place between the E34 in Zelzate, at the Dutch border, and the N9 in Wondelgem. On the right bank (R4 East), construction is underway on the R4 between Wachtebeke, at the border, and the already completed ‘Eurosilo’ junction in Oostakker.

The Werkvennootschap (Flemish Government) and the contractor consortium BRAVO4 are responsible for the redevelopment of the R4 East and West. The Flemish Government approved the agreement between both parties on 22 March 2024. The consortium is made up of BESIX, Stadsbader, Rebel, EPICo, and I4B – The Belgian Infrastructure Fund.

"The €726 million investment (excluding VAT) to improve mobility and quality of life on and around the R4 is substantial, but essential for this area. Through this public–private partnership, in which the Flemish Government has sought and found a private consortium in BRAVO4, the private partner will be responsible for the design, construction, financing, and maintenance for up to 30 years after the project’s completion."
