Setting course for a safe and smooth port connection

The R4 is the ring road around the Ghent port area of North Sea Port. It is the lifeline for logistics and mobility in our Belgian port area. And that lifeline is getting a bold upgrade. By 2031, at least 22 intersections will be redesigned to create smoother traffic, safer cycling, and more efficient integration with our port environment. De Werkvennootschap and the contractor consortium BRAVO4 are joining forces to make it happen. And at North Sea Port, we are on board with this project.

Why this project?

Today, the R4 around our Ghent port area is a chain of congested intersections. Heavy trucks, cyclists, and local traffic all converge there – often with dangerous situations as a result. With the conversion of the R4 West and East (R4WO), that will be a thing of the past. The R4 West will guarantee a smooth connection between the E34, E40 and E17. The R4 East will provide direct and safe access to the port companies.

An investment in asphalt and concrete? Sure. But above all, this project is an investment in:

Safety for all

Dangerous intersections? Gone. With R4WO the risk of accidents drops dramatically, giving every road user more peace of mind. Stress-free on the road sounds pretty good to us!

Smoother traffic flow

Fewer traffic jams, faster connections. We enhance the competitive position of our port and help everyone reach their destination more smoothly.

Improved liveability

By directing traffic more efficiently, we reduce noise, fine dust, and rat-running through nearby residential areas. Giving the surroundings more breathing space -- literally! Better for the lungs, better for the mood.

Reliable logistics

A robust infrastructure that makes our port shine even brighter as an international logistics hotspot. This impressive upgrade prepares us for tomorrow, with respect for people and nature.

So, what's actually changing?

With the conversion of the R4 West and East – an investment of over €720 million – the Flemish government is backing the second largest infrastructure project in Flanders: 22 redesigned intersections between Ghent, Evergem and Zelzate.

And we're kicking it up a gear ourselves as well, by investing €9 million in 8 kilometres of additional cycling tracks within the port area.

  • Traffic light-controlled junctions give way to tunnels, bridges and flyovers, keeping through and local traffic separated.

  • Local traffic gets safe side roads along the R4, with homes and businesses still easy to reach.

  • 25 km of cycle highways, 8 bike bridges and 15 underpasses are on the way.

  • Fewer and optimised entry and exit points for better flow.

  • The new infrastructure will be carefully integrated into the landscape, with green spaces, water buffering and noise barriers to shield surrounding neighbourhoods.

Why does this matter for our port?

Together, we’re transforming the R4 into a smart, safe and green connection — ready for the future. It’s a win for businesses, employees, local residents and through traffic in our port area.

Businesses

The R4 is the lifeline of Ghent’s port area. Fewer traffic jams and faster connections mean more time saved and a stronger competitive edge.

Employees

Safe and sustainable commuting thanks to cycle highways that reach deep into the port.

Local residents

Less rat-running, less noise, a lot more greenery. Neighbourhoods gain calm and a more pleasant living environment.

Through traffic

No more dangerous crossroads. Just smooth, safe crossings for cars, trucks, cyclists and pedestrians.

What’s the timeline?

From 2024 to 2031, the R4 makeover takes shape step by step. Working in phases ensures that traffic and port activity continue to run as smoothly as possible. By late 2031, the full R4 around Ghent, Evergem and Zelzate will be transformed: safer, faster and greener.

Phase 1

Preparatory works, earthworks and the first bike bridges.

Phase 2

Digging deeper: tunnels, new roundabouts and redesigned junctions.

Phase 3

The finish line: more greenery, noise barriers and brand-new connections opening up.

Numbers that pave the way

726 mln total investment
9 mln investment in cycling infrastructure by North Sea Port
