Powering the energy and resource transition

The name says it all: North-C Circular is all about a sustainable circular economy. Together with ArcelorMittal and the Flemish government, we are developing an iconic 150-hectare circular industrial site in our Ghent port area. We’re cleaning up the past and creating space for companies that, like us, believe in a climate-neutral future. North-C Circular is set to become the driving force of the energy and resource transition.

North-C Circular: what is it?

North-C Circular is an ambitious 150-hectare business site, taking shape on the right bank of the Ghent–Terneuzen Canal, between the Rodenhuizedok, the R4 ring road and ArcelorMittal Belgium. Together with ArcelorMittal and the Flemish government, we’re creating a fully prepared site for circular economy. Future-proof, multimodal, and ready to turn waste streams into valuable raw materials.

Here’s how we make it happen:

Tackling historic dredging depots

Through a Brownfield Covenant with ArcelorMittal and the Flemish government, underused land is being redeveloped to create space for innovation.

Building future-ready infrastructure

Roads, utilities and seamless connections by road, rail and water — everything companies need to thrive.

Making room for green innovation

A strong master plan attracts companies focused on circular activities, CO₂ reduction and the energy transition.

Why North-C Circular? Why now, why here?

No time to waste. North-C Circular is a vital step on our course to a climate-neutral port by 2050. The project gives ArcelorMittal Belgium the chance to cut its CO₂ emissions drastically by rolling out pioneering Smart Carbon concepts. Think green and/or circular carbon replacing fossil carbon. Or CO₂ capture, storage and reuse (Carbon Capture & Utilisation/Storage) – with projects like the Steelanol plant, producing 80 million litres of sustainable ethanol each year from steel gases. Perfect as feedstock for chemicals or as a biofuel.

The challenge until now? Space. Historic dredging depots literally stood in the way of innovation. North-C Circular clears those obstacles and opens the door for companies and projects focused on sustainable circular activity. As Port Steward, we are the driving force behind this transition, connecting companies, ideas and ambitions.

Numbers that count

150 ha total surface area for future-focused industry.
3 partners: ArcelorMittal, Flemish government (MOW – Maritime Access Division) and North Sea Port.
35 % target CO₂ reduction for ArcelorMittal Belgium by 2030.
2030 first projects operational.
2035 complete infrastructure in place.

What’s in it for everyone?

A true win-win for industry, community and port:

For the industry:

ArcelorMittal gains the space to innovate and decarbonise – vital for future-proof steel production. New circular companies find fertile ground to take root and grow here.

For the community:

Lower CO₂ emissions mean cleaner air and healthier living. On top of that, North-C Circular attracts innovative businesses. Sustainable jobs and knowledge in the region? Done.

For our port:

North-C Circular anchors our role as a frontrunner in the resource transition. We prove that economic growth and ecological responsibility can go hand in hand.
